CCS-Bonds as a superior instrument to incentivize secure carbon sequestration

چکیده

Geological sequestration of CO2 on a massive scale implies that large area fractions of the underground could become flooded by CO2, imposing a unprecedented regulatory challenge to environmental authorities. Therefore we propose carbon sequestration bonds as complementary, market-based instruments that should further help to manage the risk of decadal-scale CO2 leakage. Such bond schemes address market failures that could occur if the investment behavior of operators under uncertainty differed from society’s preference. For a stylized setup we demonstrate that our bond system has the potential to simultaneously address regulatory challenges stemming from information asymmetries and diverging orders of preference. © 2008 Elsevier Ltd. A Regulatory Framework for Carbon Capturing and Sequestration within the Post-kyoto Process

The option of capturing CO2 at large power stations and storing it in geological formations allows for the use of fossil energy resources without further destabilization of the climate system. From an economic point of view, the efficiency of Carbon Capturing and Sequestration (CCS) depends mainly on leakage rates, marginal costs of CCS (including the energy penalty) and the volume of available...

How to deal with risks of carbon sequestration within an international emission trading scheme

We address how carbon capture and sequestration (CCS) should be embedded in an international emissions trading scheme. We describe the intertemporal aspects of Carbon Sequestration Bonds (CSB) that we had formerly suggested as incentives for profit-oriented firms and investors to use only sites with a reasonable low leakage rate. CSB shall also support long-term liability rules for an optimal a...

Estimation of Soil Carbon Sequestration Rate in Steppes (Case Study: Saveh Rudshur Steppes)

Since Renaissance, the natural ecosystems have fallen into a complete state ofdisarray due to the rise in the amount of carbon dioxide. Soil, the unsparing stuff, is one of themajor sources of carbon storage, and plays a paramount role in the global equilibrium ofcarbon as well as carbon sequestration. Given that Iran is benefiting from vast steppes, therate of carbon sequestration in them dese...

Cost and U.S. public policy for new coal power plants with carbon capture and sequestration

This paper provides a financial analysis for new supercritical pulverized coal plants with carbon capture and sequestration (CCS) that compares the effects of two relevant climate policies. First, an updated cost estimate is presented for new supercritical pulverized coal plants, both with and without CCS. The capital cost escalation of recent years can be attributed to rising materials, plant ...

Predicting the amount of sequestrated carbon in rangeland soil under the effect of soil sampling depth and height using the response surface methodology (RSM)

Background and objectives: Organic carbon is one of the important parameters to determine soil fertility, and production ability and is a mind index for showing soil quality, especially in dry and semi-dry lands. The rangelands are composed of about 50 % of the world's lands and have more than 33 % of carbon reservoirs on earth. Considering the ranges as the most important terrestrial ecosystem...
